This one is Ice-Type based and loosely inspired by Glaceon.
I tried using all blue, but to get enough contrast I ended up using some purple tones.
His name is somewhat of a pun, Hyouka (氷菓) meaning Ice Cream with Ice Cream sounding like "I scream". I love that pun from when I first heard it from the anime Hyouka, which is great anime that I highly recommend!
