This is the story ... of Ice Cat

Long ago, a nasty storm swept the land. Most destroyed.
The government did tests on special animal, the cat.
They found Felix wandering around the frozen streets, and took him
to their lab. After undergoing quite a few tests, Felix came out of the chamber,
completely changed. First off, he wasn't just a cat, he was some kinda humanist cat.
And he now had the power of ice. His hands, covered in frost, and his eyes
pale blue. When ice Cat was created, he was told to protect and save the citizens.
Some people say Ice Cat is a hero, others say he was built to destroy
