I made Jean Harlow! I own the dress used as my reference. It's very Jean Harlow-esque.



Jean Harlow used to bleach her hair weekly with peroxide, leading to her hair falling out and her death at age 26 in 1937. She was known to have worn wigs by the end of her life. However, she popularized the platinum blonde hair color also sported by later stars such as Marilyn Monroe.



I wish there was a way to create the pencil-thin eyebrows of the 1920s and 30s. Alas, I could not find a method.



The dress I own I was able to find online, and it dates from 1930-1931. It was made for a socialite from a family in Illinois, at the height of the Great Depression. It is similar to the bustle--revival gowns popular in 1931.
