Technique - 9/10. Well, I'll give you credit on this one. This skin definitely resembles a Latias from the ground-up!
Quality - 5/10. It's quite simple and has little to no shading, but it still looks charming on it's own. Though, I noticed there are missing details under the skin's arms and it's completely white under there. I understand you probably made this in a 3D editor where editing the under-arms is impossible, but it's still important to edit those parts as well, and if you can't, there's always good editors out there that can provide 2D and 3D views of the skin you're editing like MCSkin3D (I don't know if PMCSkin3D has it, but both of these editors should be on this site somewhere. :P)
