There is nothing in the rules that states someone cannot post something of the same concept. Furthermore, no elements of this skin appear to have been stolen from your Lightsaber skin.
Keep in mind... For a submission to be considered stolen, it would be either be a direct repost of someone else's skin, or use parts from another person's skin.
The only similarity between yours and his is the common idea.
