Built by Dr. Alphys, Mettaton is the first robot to ever have a soul, and was orginally designed to act as a robotic TV star for the people of Underground. While his original form is more... squarer... Mettaton's show became an instant hit, and has an impressive fan base of less than 40 people.
Although a hit entertainer and TV-Star, Mettaton was also installed with a series of Anti-Human combat measures (Possibly a way for Asgore to notice Alphys's work.)

If there's a skin that looks similar to this one, then I'm sure that the similarities between the two weren't intentional. I haven't seen any of SGCBarbierian's work, anyway, so if you could link me to what his looks like, I'd be curious to give it a look c:
