he is an 80's anime character that is in the anime called "Fist of the north star" and there was a very old meme about it back in 2009 called "ATATATATATATA" and few years later in 2017 there is was a new meme called "NANI?! / you're already dead"

and fun fact "Jojo's Bizarre Adventure" is based off of "Fist of the north star".
