This is the Skull Kid from The Legend of Zelda: Twilight Princess. I love this guy. You first meet him in the lost woods where he leads you towards the master sword. He also summons wooden puppets from the trees trying to kill you. Good times. He is eventually fought as a miniboss at the end of the lost woods. He attacks using the puppets and bounces around the ruins evading your attacks. Some theorize that he's the same Skull Kid from Ocarina of Time and Majora's mask. Squeeeeeeeee
