Recon troopers, also known as biker scouts and recon sharpshooters, were specially trained soldiers of the Empire of the Hand's Stormtrooper Corps. They were used by the Empire of the Hand on a range of missions, which mostly involved reconnaissance. They had lighter armor than standard stormtroopers and had specialized optics in their helmets that were used for long range scanning.

Recon troopers were lightly armored which allowed them with greater mobility within a range of environments and those same optics in their helmets also allowed for faster reaction times when piloting speeder bikes. Recon troopers were expert marksmen, trained in reconnaissance and infiltration as well as additional independence and adaptability than most Empire of the Hand troops.They commonly utilized 614-AvA speeder bikes, and 74-Z speeder bikes, as well as All Terrain Reconnaissance Transports. They also commonly utilized more advanced models of the 74-Z speeder bike which had been in prototype testing for use by certain clients of the Aratech Repulsor Company.

Recon troopers commonly used F-11 blaster rifles, E-11 blaster rifles, charric blaster rifles, and almost always carried shock grenades, and sonic charges. Some recon troopers could use laser-trip mines, EE-4 carbine rifles, and repulsor cannons. Some were also equipped with electrobatons. Also within their ranks were the sniper variants, specialists trained to use smoke grenades and the F-11s sniper rifle, DLT-19x targeting blaster, or pulse cannons. Some opted to use the older E-11 model as it was slightly lighter. Their helmets could also be retracted up while still being worn, allowing the wearer's face to be revealed unlike regular stormtrooper helmets. Their most essential equipment included personal survival kits, portable power units, food supplies, micro-cords, and specialized gear designed for local terrain. They also carried R-4 recon droids for battlefield intelligence as part of their field kit, along with Baradium-core code key thermal detonators. Similarly to other Empire of Hand Stormtrooper Corps. units, Recon troopers had carbonite guns built into their wrist armor as gauntlets. These would propel liquid carbonite at foes to temporarily stun or subdue them, a tactic often employed by Empire of Hand stormtroopers to quell riots.
