Statik, was bestowed with the power of lightning as a child. Now uses his power for his own amusement and is wanted in 18 different states. His crown resembles the smoke that spewed from him when he was... thunderstruck. Witnesses who have survived an encounter with him wonder if the symbol on his shirt is a lightning bolt, or an S for Statik.
