I was trying to make something like Kefka does, (you know, using the hat layer to make the face itself) and I made this guy...

You know that creepy guy who stares at you at the station or at the park with his hands in a strange position?

Apparently I knew how he looks like. DEM.

So I didn't put to much detail into his outfit. If you want to you can edit that yourself. Just credit me. :3
