This is Wes or Seth or Thomas from Pokemon Colosseum Which is in the Orre Region. Wes was introduced in the game as a member of team Snagem(who had a portable snag machine) and soon in the game Wes betrayed them, because he became disgusted with what they did, so he stole the snag machine, blew a hole in their hideout, and revealed to the Orre police team Snagem's hideout. Wes is teamed up with Umbreon and Espeon who have been by his side ever since he was a child and they start at Lv. 20. In the game Wes runs into Rui, a girl who was kidnapped by team Snagem to help Cipher because Rui could see the shadow aura of shadow Pokemon. Rui feels compelled to assist Wes in his journey which turns out to be Rui and Wes traveling together to capture all the shadow Pokemon and purify them. Wes also appears in the manga of Pokemon Colosseum or the adaption of it.
