This is Yomiel From Ghost Trick. Ghost Trick is a game for the D.S and is very awesome with a storyline. You can manipulate and possess objects which is very awesome with many twists. I suggest you search it up on Youtube or something and should definitely try it out for the D.S made by Nintendo!
