This is Zalama, a namekian from dragon ball. He is the creator of the super dragon balls and the 2nd most powerful namekian in dragon ball, the 1st is Piccolo because plot armor. He is created super shenron aka the most powerful shenron in dragon ball. Some say that he is more powerful than zeno because zeno confirmed that the super dragon balls can grant "anything."
