Well here's something you can do:
change the version number in pack.mcmeta from 3 to 2.
For other people who happen to be reading this:
below 1.9 - version 1
1.9 - version 2
1.11 - version 3

1. Download the resource pack
2. Search %appdata% and you'll be in the .appdata ( http://prntscr.com/ccx9wb )
3. Go to .minecraft
4. Drag the downloaded resource pack to the Resource Pack folder.
5. If the resource pack folder isn't there, just make one and countinue doing 4.
6. Go on minecraft>options>resource packs> and click cutiecraft and wait for it to load!
And you've downloaded a resource pack!
NOTE: If this doesn't work , just search it up there's alot of videos and tutorials online!
