yep! but because the ghasts are native to the nether, it makes sense that they would evolve to have some sort of liquid other than water as their tears, which wouldn't evaporate in the nether. There's further evidence that it isn't just water when you use the tears for making ender crystals and brewing potions, which can't be made with plain water instead.
also you can kinda cheat by putting water in a cauldron or holding a water bottle/bucket lol
