they look so cool but IDK WHY like i see only the icon when i have it in hand or inventory but when i wear it its just normal minecraft elytra

I have no Idea why that would happen. Capes mess with elytra texture sometimes, could it be that?

i want to use this too but i have the same problem. it might be because it needs to get updated to the latest version? im not sure though.

Try now again. I checked it but didn't see any directory changes, so I just updated the pack format (even though it shouldn't be relevant at all to this)
