Dude why doesn't it work when i put it on? I only have the texture in my hands and when its on my back its a normal elytra.Got any tips to fix this??

It is likely because you don't have Optifine. Currently Optifine doesn't have a full release out but the preview version supports this pack just fine. You can find it on Optifine's website, clicking downloads, then clicking preview versions at the top.
