You can do this without Optifine using models and block states. Have a model for each different moistness level, just the texture on top is different. You then make a block state so that if the moistness of the farmland is x, it will use model x, which references texture x.

I am using optifine, and I can see the moisture textures when I use the debug wand but when I playing farmland just behaves the normal way
