Bibliophilia is a fairly basic texture pack that changes enchanted books to all have unique textures. It's perfect for those that would prefer a more vanilla-feeling, consistent, and simpler design for their enchanted books. It also has a massive list of supported mods so that you don't have to worry about modded enchantments looking out of place when playing a big modpack. Bibliophilia manages a perfect balance between pleasing design, easy recognizability, and a clean looking inventory.
v1.13.2 for 1.20.1 is available here. Versions for 1.19.4, 1.20.5, and 1.21 available on Curseforge and Modrinth. New updates are available there earlier as well :)

1. is Optifine installed correctly?
2. Is the resource pack in the correct folder?
3. Is your version of Optifine bugged or for an older version of MC? (a lot of the beta/early OF versions for 1.19 didn't have working CIT iirc)
4. Is there another resource pack installed that might cause some incompatibility issues?
I'd need more details to try and find a fix for your specific problem but these are pretty common issues that you should try before anything else.
