If I'm correct it's java only which means you cannot use it on any mobile device or bedrock version.

When you pause the game, find the resource pack button and it will open the folder. Open your downloads folder as well and then drag the resource pack file from your downloads into the resource pack folder. This is only for java if I'm correct so it will not work on mobile devices or bedrock. Hope this helps :)
