This pack I like, because pots aren't a thing in minecraft so it would make sense to automatically get dyes in pots.

Try unzipping it to its own folder, see if that works.

Like, instead of it being in AppData/Roaming/.minecraft/resourcepacks the unzipped files should be in AppData/Roaming/.minecraft/resourcepacks/Dye Pots Pack.
