They are not the same, but do reuse some of the screenshots and assets. This is because the resource pack you are talking about Chase the Skies , modifies the sunrise and sunset, and changes how the night skybox looks. Easy on the Eye only modifies the daytime skybox, making it a deeper shade of blue which is also found in Chase the Skies.
