I downloaded it but when i put it in the resource pack file of minecraft it doesn't show it in minecraft

You need to put the file in the download into the pack foler not the the download itself

"Cuz' You need optifine... Why dont u just read the instructions? It already said "You need optifine for this to work..." Read the instructions.. If you donno how to install optifine in your minecraft, then go watch on youtube
