Did you mean 1.19?

If you are refering to 1.19 optifine isn't out yet for 1.19 thus this resource pack wont work without it. If you are refering to 1.9 then the current version of the pack should work on 1.9.

i figured it out, you have to manually turn it of by changing your brightness
