I did some research and its only possible to do biome-specific items and not blocks.

Well, depends on what you consider a biome-specific block. If you are fine with only the textures to be biome-specific then it's totally possible, but you can't have biome specific block names.

On the other hand dripstone only spawns naturally in only one biome, dripstone caves, so biome-specific textures only matter if you change biomes, build maps, ect.

I can axplain real fast how to do it but won't personalyl port it since it's not my pack. To port it do the following while optifine installed. Extract the pack, go to assets/minecraft/ create folder optfine and open it, create folder ctm, open it, create folder dripstone(or whatever you want), thats assets/minecraft/optifine/ctm/dripstone go back to assets/textures/block/ copy all the files to optifine/ctm/dripstone/ thats 11 files, create a .properties file for all of them with the same name (open notepad, file->save as, at the bottom you choose, file type: all files, filename: example.properties, save). In each of those files write:

matchTiles=name of the file, like dripstone_block
tiles=name of the file, like dripstone_block
method=fixed
biomes=biome ids you want with space between each, no commas like: snowy_plains ice_spikes ect.

Go back to assets/minecraft/ and delete textures folder, so the only folder you have is optifine and it's contents, you are done.
