it doesn't seem to work with cape elytras, atleast not the migrator cape

Mhh, maybe the actual cape is considered as a texture fo the Elytra, so it is applied directly by the game ignoring any kind of resource pack which actually modifies the Elytra's texture. I'm sorry but I don't know how to fix it. :(

it's alright, from what i've looked at, the cape textures seem to be in minecraft's server cache instead of the client, and although the elytra capes usually have a slightly different look to the cape, they're probably also part of the texture. thanks for the resource pack anyways!

this is funny I didn't know I had it on and I tried jumping off a ledge into a pool of water and accidentally activated it and died smashing into a wall. definitely going to prank my friends computers with this
