MAKE SURE TO EXTRACT THE FILE
Place the "§3Jagged Blue" folder in the Minecraft resourcepacks folder
You can access it by doing Win+R and typing in %appdata%, then double click on the .minecraft folder and then just drag and drop "§3Jagged Blue" into the "resourcepacks" folder


For the PE Version simply double click on the Jagged Blue.mcpack file
