Jappa didn't forget to update broken elytra, it literally states and shows on the official wiki page for The Texture Update that he did update it.

I know that is already updated, but it looks inconsistent in comparison to the normal elytra, this is why this pack is made for this fix.

I mean, it doesn't match down to every pixel because it's destroyed and weathered, but that doesn't make it inconsistent, especially if Jappa himself made both textures.

Before 1.14, the broken elytra was consistent with the colors of elytra, but then, no longer consistent.

That's besides the point, if Jappa chooses for the colors to be unique on broken elytra then that's his choice and therefor isn't inconsistent. I reported a bug on how the colors on the edge of stone and wood swords is inconsistent with stone and wood tools edge colors, and Jappa himself deemed it as works as intended.
