well it looks like it works in the new 1.19.4 update. you may need to remove your current cape like the migration cape to see the wings as a elytra turns your cape to wings. you can turn your cape off by going to main menu > options... > skin customizations > cape. Great texture pack btw

yes, you can. If you want to make the pack appear as "compatible", you have to unzip it, modify the pack.mcmeta file and under the pack format change the number from 8 to 6. then zip again and voilà. but it is not necessary to do so, the pack will still work fine in 1.16
