The pack adds the cosmetic hat that you get when its halloween if you have donated to optifine and are using optifine
all you need to do is take a carved pumpkin and rename it to "witch hat" and put it on your head.

Hey! Is there a way to edit this texture pack to overlay it onto helmets instead of pumpkins? I play hardcore but I LOVE optifine's halloween hat and really want to keep it outside of halloween!

I don't know of any way to do that but if you find one from your own research you can use the model from this pack for that use.

I know this is made for 1.16.5 but I've installed this and followed the instructions and the witch hat appears just fine in the inventory, in both hands and on the floor as a dropped item. However, when on my head, it just becomes a pumpkin again. Any remedies for this?

I tested it in 1.19.2 (I guessed thats what you were using) but it works for me. Make sure your using optifine and not a replacement mod like cit resewn, also check if you have custom items turned on in options > video settings > quality.
