It should work in every single version, unless the GUI textures had another name. It just shows up as "too old" or "too young"(or whatever the latter is). You can still use it just fine!

You should be able to put it into the resourcepack folder, then if it doesn't load, then you need to restart the entire game. This is a thing on Minecraft's side.
