4 is not IIII in Roman numerals, it is IV.
9 is not VIIII, it's IX.

The latin numerals were formalised later on. I had originally put then as IV and IX, but upon some looking around, I found many pictures of them written as IIII and VIIII on vexilla and in a book written by a historian.


The Romans may not necessarily have adhered to such strict rules, using IV and IIII etc interchangeably.

Why are you using XIX when you should use XVIIII based on what you just said?

I do believe they used both and so using either is fine. I'm not entirely sure though, so don't quote me on that. If you'd like, I can put all the flags in the now formalised system, using IV and IX.
