also, what version of the game do these have to be for?
For creating the hoe, you can use the option "java block/item" when starting a new creation. Or at least that's what I do. And when you export it, the name will be "wooden_hoe" so the game understands that your model will be replacing the vanilla wooden hoe.
You'll want it as a "json" file.
If you're using the template, be sure to save the texture png first into the pack. Then export the model directly into the pack.
If not, your texture may not show up in game. You can always check by opening the json file code with notepad++(or other coding software) and see if the model has the texture file listed.
