Found the fix to the problem. Just extract the ZIP into the resourcepacks folder to make it show up. You're welcome.

open the zip file and drag the folder out of it and put it in the resource pack folders

Like when i download the pack and put it in the texture pack folder, it doesnt show up in my texture pack list so i cannot use it.
