It may not look 3D because of its low displacement value, but it is. Placing leaves near solid blocks and looking at the edge may help you spot the difference. It also becomes noticeable if you place some entities on leaves and look at their feet. Another way to notice the difference is to look at the same block from various angles.
If the displacement value is still too low for you I may update this pack soon to make the difference more noticeable. Just let me know if you want this.

The pack itself is inside a zip instead of the pack being the zip. You'll need to extract everything then when you go inside the folders send the parts (assets, pack mcmeta, pack png) to a new zip and put that in your resource packs folder. Educated guess based on the other pack I downloaded.

You have your pack download not ready to go, we need to extract it. It would probably be more convenient if you put the assets etc inside the zip instead of the assets etc inside a folder in the zip. That would mean we as downloaders don't need to take extra steps after we download. This is where Steveiscool's problems came in. This is an educated guess based on your fireflies pack which has all the stuff inside a folder called Fireflies_RP which is itself inside fireflies-rp.zip instead of just having the assets directly inside some Fireflies_RP.zip. This is a suggestion to you also to possibly avoid this? You likely have a good reason though.
