This texture pack changes the new phantom mobs to stingrays! Simple as that. For use in an aquarium: /summon minecraft:phantom ~ ~ ~ {Invulnerable:1, PersistenceRequired:1, Silent:1}, as this will spawn a stingray that doesn't drown, despawn, or make noise. Make sure to cover the top of the tank so it doesn't fly out! :)

this is amazing my own ocean world without a mod. is it possible to make it sound like a stingray or have a hostile attack sound?

They easily drown. I don't think you need to create a ceiling because they can't fly out of water. Ooh, what if you put glass as the ceiling and had that as your floor? And the stingrays would swim up to you if you didn't sleep for 3 days! Also, the stingrays would be able to swim in lava.
