First step to maybe a good hair shading.
So, btw this is how i (used to, maybe still do) shade my skin's hair.
Okay! So first off, you want to find your colors for your hair. What I do is I pick a color I want to use for the hair, and then lay it out in a blank space, which does not show up on the skin, about 4-5 times.

I then use the light & dark tool, you may use dodge & burn also, but id recommend it. I start with the light option, & start to lighten the color strip, doubling by 1 as i increase, ex. skip the first square, then click one time on the next, 2 on the one after, 3 after that, etc, etc. I then do the same to a second color strip, same color as before, but only I'm darkening it.

Now that we have our light and dark color strips we can now continue! So you want to make the shape of your hair on your main layer first, with the original color from before, not lightened or darkened. Next you want to take your second darkest color, and make three lines, the first is on pixel wide and doesn't go all the way down to the end. Now in the middle of the side your shading, make a double pixel wide line going all the way. up and down, touching the ends. on the right side, or left, do the same one pixel wide line you did before. take the third darkest color now and surround the lines you just made, not going over any of them, just around. You should now have four one pixel squares left on the side your doing. Take now the fourth darkest color and fill them all in, or you can fill only two in on the top & the bottom (each) and then take the fifth darkest color & fill the now other empty spaces. Continue this on all sides, not including the top of the skin's head.
Step four? ha its not really a step it's info
so for the top of the skin's head, you can really do whatever pattern you'd like, really. Almost all of my skins have a somewhat different style going on, so it really is all organics. Well hope that kinda helped so...

This is so important seriously. You may use this technique, but just remember it doesn't have to look just like how I describes it, mainly the reason why I didn't include pictures also, so you could find your style. actually lol no not really but i made a good point, but my prnt sc button won't work soooo.. yeahhhhhh
