Hello there,
I have been running servers for over a year now and i also have a 24/7 server.
That gave me quite some experience with posting mc servers to.
I never actually followed what was the best for me to and it may not be the best for you to.

What to do first:
There are a few things you should do
If you are planning to run a good runned mc server
You will need a good building crew and make a good spawn.
For making a spawn you might like to use plugins and you also need staff with experience of plugins

Plugins i recommend:
Worldguard (to guard regions)
Worldedit (Usefull for lots of things)
Essentials, EssentialsSpawn, EssentialsChat
(You can also use essentialsantibuild and essentialsprotect but i dont really like configuring the perms of these plugins)
Groupmanager (Easy to use and figure out)
Vault (Used for almost every plugin with an economy system)
MyMotd (For a Colored Server Motd)
BuyCraft (If you are Planning to make a server where people can Donate)

Here you got your basic plugins and you can always add fun plugins like Factions, USkyBlock, BlockHunt, SurvivalGames, SuperSpleef, BowSpleef, TheWalls, etc

Things you should do to before posting:
Make Clear Rules
Configure Everything until you cant find any more problems
Make a Server Banner and be sure to take time in making it (Banners can attract players to)
