[1.4.6]touchscreen mode????

Hello there,
SO 1.4.6 just came out, and in the settings I found the touchscreen mode: ON/OFF. Can anybody explain what that is because I am a bit confused. I just found out that is is for Windows 8 users and nothing more. I use Windows 8.
Somebody help me I really need to know.
