About 'Private' servers

Well. To start why do some servers become 'Private' just because of updates. This annoys me ALOT and maybe the same with other people, but the point is that some areas on the server should be 'Private' no the whole thing. I may be ranting a bit to much about this, but i'd like to get my point through. If anyone is reading this and owns a server could you tell me why servers are 'Privatised' all of a sudden.
