It is a blaze powder with a zoom effect. You can't move with it. I use the WW3 Resource Pack.

Command:

/give @p blaze_powder 1 0 {display:{Name:"Binocular"},AttributeModifiers:[{AttributeName:"generic.movementSpeed",Name:"generic.movementSpeed",Amount:-1.0,Operation:0,UUIDLeast:894654,UUIDMost:2872}]}

Note:The tank on the screenshot come from the Russian Tank and Helicopter Project.
