When you place TnT on a fence and set it off, it will do less damage where as its not on a fence it will do regular.

Fairly sure it's not intended.. It really doesn't matter though. Also, I think the reason for this happening is because fences are 1.5 blocks high. Taking into account of how tnt works, its a bit obvious what would happen.. Again, doesn't really matter, but good to know I suppose.
