Sadly, hackers are a pretty big issue on servers these days and with cheat mods getting more and more advanced they are getting harder to catch and stop. In real world wars we are continuously adapting. Guns get better so better armor needs to be made as a result. Same goes for the ongoing battle between server staff and hackers. A flying hack is made so we make a plugin to disable it's use and ban the user. So, when it comes down to it, who is to blame for hackers? The mod creators themselves or the people who use said mods?
My answer would be both (most of the time). When it comes to the hacker it's pretty clear who is guilty but when it comes to the mod creator they shouldn't be responsible for how people use their hacks. Right? Well it really depends on how it is used. Sometimes hacks can be very useful for server staff. Let's say a greifer stole some items and hid them in a chest somewhere. The easiest way to find it would be to use a chest finding mod. It saves a lot of time and helps get the items back to it's respective owner as soon as possible. But not all mods have such a use. Some can only be used for destructive purposes and in that case it is clearly the mod creators fault for it's creation and usage.
Even though some hacks could be used for good should they even exist?
I personally think that most mods of this nature are used for destructive purposes and when they aren't they are used to fix the damage caused by other hacks (generally). All in all, I think Minecraft would be better off without said mods regardless if they can be used in a non-destructive way. I know it will never happen but if it did I see no harm coming from it.
