Anything that can be stored electronically is software.
Not only would the program be stored on the host computer, it would also be stored on the creator's computer, it would also be stored on yours in the form of cache.
As for software advice, I use Paint.Net, but you can also use Photoshop and the executable version of Piskel.
Lastly, your pixel art is lovely, if you have some free time, my friend's struggling a little making art for their games...
