Hello PMC! I will show you a step-by-step guide for making animated Item Frames.
Step one - Download Irfanview. http://www.irfanview.com/
Step two - Download a GIF file that isn't too big. Because it will get all pixelated anyways.
Step three - Open the GIF in Irfanview.
Step four - Options > Extract All Frames, and save them all as PNG
Step five - Image > Create Panorama image, pick ALL of the frames and put them in order (Make it vertical)
Step six - Save it and name it Custom_Item_30.png (30 changes slimeballs)
Step seven - Download Paint.net (If you don't already have it) http://www.getpaint.net/
Step eight - On Paint.net open Custom_Item_30.png and go to: Image > Resize, Set the width to 256 pixels, Save as png.
Step nine - Open a texture pack folder (or minecraft.jar and make a folder named "anim") And paste the Custom_Item_30.png there.
Step ten - Log into minecraft and get a slimeball, the item is now animated (That's how people make animated items like torches in texture packs)
That's it!
If the item is like it always was, try re-doing it, as it doesn't always work for some reason.
By the way, you can skip the first few steps, but it will make everything way harder, since you would have to make a panorama image yourself.
