Coming from me, If you have a bit of cash lying around, I'd recomend Photoshop cs5. Very good program, a bit more advanced then GIMP.

personally, i use gimp but paint is also ok. I like gimap better though. If you want a full tutorial on how to start making a texture pack heres a good video on it. im also making a texture pack right now. anyway heres the link to the video:

Personally, I use Paint.net for my texturepacks. It's a little easier to use then some of the alternatives for me. Other people use a program called GIMP, which is a great program, just not for pixelated projects like this. Or you can just use MS Paint if your feeling old school.
There is a program that you can use alongside GIMP/Paint.net/MSPaint called MTE. It's still on 1.1, so you'll have to use this program only to view the blocks and items in 3D.
