HELP WITH A DEATHNOTE MOD PLEASE (DIFFICULT)

hello people i have an idea for a mod but have no idea how to make one or understand how to either so i was wondering if an experienced mod maker would take my mod idea into considiration.
my idea is a DEATHNOTE mod where you rightclick while holding the notebook and it opens a book where you write another players user in there and they die in (if you can 40 seconds or instantly)
i also am wondering to add extra golems to it but would turn out to be the same dimensionns as your playable character when built
light yagami
ryuk
and L
(search these skins and try to make them simalarly created) these will follow you around)

in the note book i wish for the first page to have 2 rules on

1:the minecraftian whos username is written in this note shall die
2:once written the time taken for the Minecraftian to die will be (40 seconds/instantly depending on what works)

the notebook can be crafted by:

black wool / 2 xpaper / black wool
black wool / apple / blackwool
black wool / 2x paper / black wool
(if you know what deathnote is you will understand the apple)

i dont know if this is even possible or even workable in a server which would suck as you wouldnt be able to kill them
