You get exp for uploading a submissions like Detrinex said.
When you have uploaded or posted a submission you recieve exp from views and downloads and maybe comments(IDK). And also from likes. Hope it helped

Experience comes from being helpful, posting your projects, t.packs, skins you made, or just making blog posts about whatever. For projects, aim to have quality projects instead of quantity.
