First of all, take this 80% seriously, it does show you how to animate textures
(also sorry for my bad art i suck at it)
But anyway, you'll need different etxture images to animate a texture.
The more, the smoother! I chose to use 4.
IMPORTANT: ALL IMAGES HAVE TO BE DRAWN IN THE SAME RESOLUTION AND ON A TRANSPARENT BACKGROUND!

Then create a new image that can fit all images vertically without any spaces.
So, for example, for four 16x16 images, create a 16x64 image.
Then add the images in the order that you want. The top image is the first of the animation.
After that, save the image and rename it to whatever the name of the texture that you want to animate is, for example "diamond_sword.png".
Then you need to create a text document called [name of the texture].png.mcmeta
Type this code in it:

The frametime is how fast the animation is, the lower, the faster.
0, 1, 2, 3 are the frames/images, just add 4, 5 etc. depending on how many images your animation has.
0 is also a frame.
Save it and drag it into the folder of where your animated texture is, for example, the diamond_sword.png is in the "items" folder.

And there you go! When you open the texture pack in Minecraft, your texture should show different pictures over and over!
